Restrict Access for Admin to Add Personnel

MIEMSS is in the process of moving forward with implementation of a new electronic licensure application. The new licensure application is produced by ImageTrend and will sync provider licensure/certification data automatically into eMEDS®.

Using Provider Identification Numbers (Provider ID), MIEMSS compared the providers’ licensure/certification record with that of providers who have access to eMEDS® and found that 69% (approx. 36,800) of these numbers matched. However, many of the Provider ID matches showed differences between, including but not limited to first name, last name, and username (which should also be their provider ID number).

This left 31% (or over 16,000) of users in eMEDS® who did not have a record in the licensure database. Some of these users are medical directors, non-certified individuals, or other IT/administrative personnel who require access in order to perform various tasks. This is a large number of records that MIEMSS must audit to understand the discrepancy.  These records likely resulted from good faith efforts by local administrators to add personnel to the system. 

During the Monday, September 12, 2016, eMEDS® Statewide Steering Committee meeting, in response to the above issue, members discussed adding a restriction on administrative users to prevent their ability to add new personnel to their staff listings.  Implementing this restriction effectively stops the creation of eMEDS® users that do not have a record in the licensure system.  Committee members agreed to move forward with this restriction, but only in regards to adding new personnel. Administrators would still be able to edit current users in their system.  It is understood that restricting the administrators’ ability to add personnel will not resolve the larger issue of auditing the records. 

As part of this consensus, this course of action would be reviewed at the next eMEDS® Statewide Steering Committee to ensure that MIEMSS staff were able to quickly add the necessary personnel on behalf of jurisdictional administrators.

Upon implementation of this restriction, when a provider becomes affiliated, MIEMSS staff will add the user into eMEDS® following the current workflow (submitting an affiliation form). If there seems to be a delay, or users want to know the status of their login information, a ticket can be submitted to the eMEDS® Support Team. To add non-certified personnel to a service’s staff listing, users can submit a ticket as well.

The support team strives to have tickets resolved within 24 hours of receipt. However, due to unforeseen circumstances, there are times when this cannot be achieved. It is our goal to resolve each item as quickly as we can. Remember, a certified provider cannot be added to eMEDS® unless the MIEMSS licensure system shows he or she is affiliated with the company for which they are requesting access.

Reminder:  MIEMSS staff frequently fields requests for password resets. However this task can also be achieved by contacting your local administrator/officer.
